A change to this document has been announced. According to the Government of Ontario, the changes provide for a “transition from the federal output-based pricing system (OBPS) to Ontario’s emissions performance standards program”. They notably (1) define “compliance period” and the first compliance period; (2) allow an accredited verification body to choose to comply with ISO 14065:2013 for a verification on or before November 30, 2023; (3) change the definition of natural gas transmission and what constitutes a facility in the context of a natural gas pipeline system, and update the references and requirements related to natural gas equipment and installations; (4) specify the applicability of the duty to quantify and calculate greenhouse gas emissions; (5) modify the obligation to submit a revised report in case of error, omission or misstatement and change various rules with respect to the discrepancy level of errors, omissions or misstatements; (6) change the requirements with respect to verification bodies’ duty of impartiality and verification statements; (7) replace the section on total annual emissions limit verification conclusions; and (8) modify the minimum elements to include in a verification report and the content of certain reports.
